The City of Edmond does not normally levy any property tax. The property tax you pay goes to the Edmond Public School system, Francis Tuttle Vo Tech School, and Oklahoma County.
Unlike most states, Oklahoma law does not permit cities to levy property taxes for operations. In most states, the property tax would equal or exceed sales tax as the primary source of revenue. Sales tax revenue is the only significant tax the City of Edmond receives. Sales tax revenue is 65% of our total General Fund income.
Oklahoma law does provide that cities may levy property taxes to pay for general obligation bond debt or to satisfy legal judgments against cities. This has not happened in Edmond since 2005 when it was done to satisfy a legal judgment.

The EMT-B license incentive is $80/month. If you have a EMT-P license and have been approved by the Edmond Fire Department's Medical Director you will receive $1.30 per hour for Suppression employees and $1.83 per hour for Non-suppression employees as the incentive.

All open burning sites must have an approved Burn Permit. Residential burn permits can be filled out online, submitted, and then printed electronically. Workforce housing is housing for the occupations needed in every community, including teachers, nurses, police officers, firefighters, and many other critical workers. The families in need of workforce housing do not fall neatly into a single narrow income category. Employees in some industries (e.g. retail sales, food service, tourism) are likely to be in the lower income ranges. Seasoned workforce jobs with education or training requirements, such as teachers, police officers, nurses, etc., may fall into the middle-income brackets but still find it difficult to afford homes in the community where they work.
For instance, in the Greater Lansing region, the average annual wage for restaurant cooks is $28,000, for teachers is $50,000 and for police officers is $60,000.

The Oversized/Overweight Structure Move Permit process began October 27, 2021.
You should submit your application along with supporting documentation a minimum of 15 business days prior to the date requested for the move.
We are unable to provide a timeline, due to possible route rejections and submissions of alternate routes.

Yes, a permit is required. The homeowner should verify that the plumbing contractor is licensed with the City of Edmond and has pulled a permit prior to commencing any work. The ONLY EXCEPTION to this is EMERGENCY REPAIRS. When repairs are performed in an emergency, the permit must be pulled the next business day.

No, the barrels are composed of high-quality, food-grade HDPE and were previously used to ship food to the US from trade partners. The barrels may have scuff marks from shipping and handling, but each barrel is inspected to ensure the structural integrity of the barrel is not compromised. The barrels are then cleaned and outfitted with brand new fittings and screens. Although the barrel interior is cleaned with a pH-neutral soap, there may still be residual odors of the commodities originally shipped in the barrels, such as olives and pickles. The odors will dissipate over time, but until then, you may crave pizza when you're around your new rain barrel! The barrel shapes will also vary depending on what barrels are available during the ordering period.
Yes, the rain barrels come with a 1-year warranty on the material and workmanship. The warranty is voided if the rain barrel is not properly winterized prior to a freeze event.

Yes! You can still reap the benefits of owning a rain barrel without gutters. Walk around your home during a rain event and observe where rain water drips from your roof line. Remember the area where you see the most drainage and place your rain barrel under that spot. Adding a “rain chain” under the roof crease in that location will help to divert the rain directly into your rain barrel.
No, each homeowner will be responsible for installing their new rain barrel.
Roll your container to the curb by 7 a.m. on your collection day. The container is emptied mechanically from inside a Republic Services® vehicle cab. The driver uses a joystick, much like those used in video games, to operate the automated arm that picks up the container and empties the garbage into the truck. The container is set back in place, and the Republic Services truck moves on to the next stop.
Be sure your container is at the curb by 7 a.m. on your collection day to ensure collection. Or, you may set your container out the night before, if you wish.

The carbon footprint to collect, transport and recycle glass now exceeds the benefit of recycling it. It is no longer environmentally responsible to recycle glass. We are always evaluating the benefits as well as the overall impact of recycling in order to ensure that our program is efficient and environmentally friendly.

The City of Edmond elected to provide recycle/trash collection and disposal services for the mutual benefit of all residents. Our goal is to provide the best possible service for the lowest possible cost using "economies of scale." We have stationary bikes only and no pool. However, the YMCA located next door to our building is equipped with a pool. Smart Choice will be a group of programs and services, implemented over time, that use data provided by our upgraded smart meters. Smart Choice will help you better track and manage your utility usage as well as allow The City of Edmond to provide enhanced services and programs to you.
Smart meters record your water and energy usage the same as our previous meters do. However, unlike our previous meters that require manual monthly readings, your smart meter will now transmit your utility usage to the City daily. This will make your usage data more accessible to both you and the utility.
The meters use a low-powered radio to send your usage readings to the City of Edmond electric and water offices through a secure mesh network. This data is then processed and validated so you can see your previous days’ hourly usage, as well as long-term historical data. The meters will also notify us if there is an issue so we can better serve you.
In conjunction with a new web portal coming in 2023, this enhanced technology will allow you to access the previous days’ hourly usage for your water and electric service. Additionally, historical hourly usage will be available to view and graph. Various tools will help you track, compare, and monitor your usage so you can better control your utilities. In time, we will be offering additional programs and services under the Smart Choice program.
The upgrade to smart meters will help the City of Edmond’s electric and water systems make better use of the current infrastructure serving you and will better predict new infrastructure needs, reducing upfront costs while also meeting long-term service needs. Additionally, through the various alerts and alarms generated by the meters, we can serve you better by reacting to service issues more quickly.
Starting in June 2022, the installation of smart meters will be done in segments over 18 months to 2 years. Approximately 2 to 4 weeks prior to your scheduled installation date, you will be sent a notification letter with detailed information about the installation process.
Your utility bill will still look the same. Through the web portal, launching in the fall of 2022, you will be able to access your previous day’s usage readings and other detailed information about your bill.
The City of Edmond has always worked diligently to ensure the safety of customer data. First, the meters do not collect, store, or transmit personally identifiable information. Second, the mesh network used to transmit the data is a secure and encrypted network. Next, once received by the City, the data is processed and stored on secure servers. Finally, the City does not release any water or electric data without the customer’s written permission.
While smart meters will inform the customer and the City of Edmond utilities of hourly consumption data, they cannot and do not identify which specific device in your property that using water or energy. The detailed consumption history is to help you monitor the devices you may be using and their impact on your bill. It also provides a way for the City of Edmond to better manage our electric and water systems, as well as engineer and plan for future system improvements.
While we believe this will greatly benefit our customers, we understand some may want the option to opt out of getting the new smart meters. If that is a choice you want to make, you can let us know with an email to firstname.lastname@example.org. Please provide your name and address in your email.

Please note that if you choose to opt out after the meters are already installed at your location, an $85 enrollment fee will be charged. However, if you opt out before installation, there will be no $85 enrollment fee. A $15 monthly fee will apply to all opt-out customers, but will not start being applied to your bill until installations have occurred in your area. This fee covers the ongoing cost of personnel and equipment to manually read non-AMI meters and process that read for billing.
Finally, we do want to note that some opt-out customers have older electromechanical electric meters. These electric meters are reaching the end of their useful life. As part of our Smart Choice rollout, we will be replacing these with a non-communicating, electronic meter. These meters do not have a radio to transmit data back to our utility office like the Smart Choice meters.
Smart Choice meters can't limit the amount of electricity or water you use. They do not have this capability. As always, how much water and energy you use is up to you. The meters merely offer a quick, efficient way to record usage and, when the customer portal is ready, make hourly usage information available to the customer.
No. The current residential rates will remain the rate used for utilities. In the future, should Edmond Electric develop and make available a time-of-use rate program option, it would be completely voluntary. No customers will be required to switch to a time-of-use rate program. In fact, the new Smart Choice meters will help assist customers in evaluating their usage to determine if a time-of-use rate is a good fit for their needs.
Yes. Remote disconnects allow Edmond utilities to more conveniently turn on and off services as people move into and out of their homes and businesses. With two universities and a nearly full apartment inventory, there are multiple times a year when requests for service connects and disconnects greatly increase.
Before Smart Choice implementation, each connection/disconnection of service required a vehicle to be sent to the site to manually turn the service on or off. By using the remote connect/disconnect feature, Edmond’s utilities can limit trucks on the road to provide this service, reducing traffic and the associated pollution and congestion.

Edmond customers receive a 96-gallon refuse (trash) cart, a 96-gallon recycling collection cart and unlimited household hazardous waste (HHW) collections.
It depends, as this requirement comes from a change in shingle manufacturers’ installation instructions. Some, not all, shingle manufacturers now state (in their instructions) that their product cannot be installed on solid lumber sheathing wider than a 1x6. This is due to the possibility for expansion/contraction of the deck boards wider than a 1x6. The code does state that new roof covering material (shingles) must be installed in accordance with the manufacturers’ installation instructions. These instructions may also address the gap between boards and may require an overlay of OSB or plywood if the gaps are too wide.
The 2015 International Residential Code (IRC) does not require you to remove the existing deck material prior to installation of a new sheathing substrate except in very unusual circumstances where the existing roof framing is inadequate. Roof replacements do require the removal of all existing layers of roof covering (shingles).
Yes, per IRC section R905.2.8.5 drip edge is required for asphalt shingle installations. Drip edge must be installed in accordance with the manufacturers’ installation instructions.
If the chimney measures more than 30 inches wide, perpendicular to the slope, then a cricket is required per the IRC section R903.2.2.

Any trees growing outside of the public right-of-way are not eligible for tree work administered by the city, except through the CDBG Neighborwoods program. The City of Edmond does not currently require permits for pruning or removal of trees on residential properties. However, property owners are responsible for trees on their property, as well as in the right-of-way adjacent to their property. Provisions about maintenance responsibility for trees within the City may be found in Title 2, Chapter 92.

Yes, we do have a program that will allow you to pay approximately the same amount each month. This plan averages your monthly payments and levels out the higher bills that occur during the months of high electricity and water use.
