What is the Community Development Block Grant (CDBG)?
The City of Edmond is proudly committed to ensuring a high quality of life for all its residents. This commitment goes beyond public utilities and public safety; it includes studying and addressing the day-to-day needs of residents and neighborhoods.
The City of Edmond is one step closer to addressing these needs thanks to citizen participation and the Community Development Block Grant (CDBG) program. The CDBG program was authorized by the Housing and Community Development Act of 1974. Each year, the U.S. Department of Housing and Urban Development provides eligible metropolitan cities with CDBG funds to revitalize neighborhoods, develop affordable housing, expand economic opportunities, and provide public services principally to benefit low and moderate-income persons or households.
All projects and programs must meet one of three national objectives:
- A benefit to low and moderate-income persons or households
- Aiding in the prevention or elimination of slums or blight
- Urgent need (meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, such as natural disasters)
Developing the 2023 Annual Action Plan
The City of Edmond CDBG Department uses demographic, infrastructure, economic, social, and housing data to aid in developing the 2023 CDBG Action Plan. The most important part of this data collection is citizen participation. The CDBG Citizen Participation Committee hosts quarterly meetings on the third Thursday of that month to discuss CDBG programming, expenditures, community needs, and anything else CDBG related. Each year, Edmond’s CDBG program assists almost 2,500 low and moderate-income individuals and families. In addition to our current CDBG programs, past construction projects include the Hope Center, Penick Park, numerous waterlines, sewer lines, storm sewers, and an ADA sidewalk starting at Fretz and Main Street extending west to the Splash Pad and north to Ida Freeman Elementary School.
In order to qualify, the applicants must reside within the Edmond city limits and the personal or household income for applicants must be less than the following HUD Income Guidelines (effective June 2022):
