Ceiling Insulation Program
Why Insulation
Ceiling insulation is one of the easiest and most cost-effective ways to improve the energy efficiency of a home. It acts to reduce heat flow between the inside of the home and the outside. That means more heat gets trapped inside in the winter, and kept outside during the summer.The most common types of ceiling insulation include spray foam, blow-in insulation and blanket insulation, although there are a variety of other types that may be more suitable for a home. Professionals can inspect homes and provide advice on which type would be most suitable, as well as how much is needed.
Just adding extra insulation to the ceiling in the attic of a home can save 10% to 50% on a utility bill, according to the Department of Energy. Over the course of a year, that can mean hundreds of dollars in heating and cooling savings, leading to a short payback period. Installing insulation in conditioned areas of a home previously not insulated will save even more.
To apply, an energy audit must be performed on the home prior to the addition of insulation to determine levels of existing insulation.

To qualify, ceiling insulation should be placed in the attic or roof space of the residence, between conditioned and unconditioned spaces. Insulation above non-converted garages does not qualify.
No buildings, garages, apartments or sheds outside the square footage of the home's footprint will qualify. Conversions of non-conditioned spaces to living spaces do not qualify alone. Insulation over a converted garage space, which must be heated and cooled, will qualify if the full square footage of the home's attic space is brought to a minimum R-value of 38.
Builders of new homes do not qualify.
If a home requires a full insulation removal, the amount of insulation before the removal will be the determining factor of the rebate amount.
The insulation can be done by the homeowner or a professional. However, for spray foam insulation to qualify, it must be installed by a qualified professional.
Total finished insulation must be equal to or greater than 12 inches in depth, or have a value of R-38. Contact Edmond Electric to arrange for an inspection of the ceiling insulation within 90 days after the installation.
Generally, mobile homes do not qualify for these rebates; however, they may be considered on a case-by-case basis. Each individual home in a multi-home building with a single roof qualifies for the rebate; however, apartment complexes do not qualify.
Rebate Information
The total rebate amount will be based on the existing ceiling insulation R-value and after the additional insulation is added creates a total R-value of 38 as a minimum. If there are varying levels of R-values in the attic (before new insulation is added), an overall average will be used to calculate the rebate.

After completion of the installation, a representative from Edmond Electric must inspect the premises and note the current insulation type(s) and depth(s) on the rebate form.
Rebate application must be submitted to Edmond Electric and must include the following:
- Rebate Request Form (fully completed and signed) - Edmond Electric staff will handle the rebate request form.
- A copy of the contractor invoice, materials invoice, receipt, or both.
- A copy of the original energy audit report, specifying the original insulation depth and/or R-value.
- The customer MUST request a FREE Energy Audit from Edmond Electric by calling 405-216-7608.
- The customer reviews the Rebate Criteria.
- The customer installs extra insulation. Insulation can be installed by the customer or by a contractor.
- The customer requests an insulation inspection by Edmond Electric by calling 405-216-7608.
- Edmond Electric inspects the insulation and completes the city’s portion of the Rebate Request Form.
- The customer provides copies of support documentation to Edmond Electric.
- Rebate Request Form (fully completed and signed). Edmond Electric will handle the Rebate Request Form.
- A copy of the contractor invoice, materials invoice, receipt, or both,
- A copy of the original energy audit report, specifying the original insulation depth and/or R-value.
- Upon approval, Edmond Electric provides the rebate to the customer.
